I give my strongest recommendation to Dianna Wuagneux. Dianna and I served together in Afghanistan from 2006-2007. I was a commander of a Provincial Reconstruction Team (PRT) and she was the Headquarter's senior development adviser. Even though it's been well over a decade since we worked together, Dianna's knowledge, passion, and collegiality are fresh in my mind. I took over an organization that was in dire need of direction and guidance -- especially in the area of planning and executing reconstruction projects. Dianna made multiple trips to our location, by convoy on dangerous roads, to give us the help we needed. Again her experience and passion for doing reconstruction and development projects the right way was immediately apparent. She not only understood regional and local dynamics -- but was also able to apply best practices to our efforts, And while it was difficult doing this work in a war zone -- I am fully confident that our work was far more successful because of her expertise. Finally, Dianna is a pleasure to work with. She easily built working relationships with many members of my team -- from the senior leaders to junior enlisted. My only disappointment is that in the past decade we have not had the opportunity to partner again.

Dr. Dianna Wuagneaux is a top-class monitoring and evaluation subject matter expert, who is extremely experienced in operating and managing M & E teams in 3-D, civil-military environments. She has fantastic inter-personal skills, accomplishes all of her deliverables on time, is an articulate and concise teacher, and an extremely thorough and diligent professional. When I met Dr. Wuagneaux, she initially served as an interim Chief of Party (COP), and had the tough job of entering a community of inter-agency federal government officials that had never had any teaching or interaction with monitoring and evaluation. She was quickly successful in making them interested in M & E, teaching them, and getting them to be supportive of her team’s task – to put in place a monitoring and evaluation component for the State’s military counterterrorism training program. Dianna laid the foundation for an environment of mutual professional respect with her colleagues. I remain in close touch with Dr. Wuagneaux as a colleague, mentor, and friend. There is no one I would recommend more highly as a subject matter expert for issues dealing with measuring change in conflict environments.

Dr. Wuagneux and I met in 2015 in a State Department annex in DC. She had the monumental task of designing and implementing the first ever monitoring and evaluation frameworks for security assistance programs. She had to educate everyone, build a system that would work in 26 countries, and work across very different stakeholders. She has a unique mix of technical expertise, a flexibility that allows her to be successful no matter the circumstances, and a manner of management that I will always aspire to. She understands how to work with religious leaders, military personnel, diplomats, local communities, and everyone in between. Dr. Wuagneux could parachute into any situation, figure it out, and make almost anything work. She finds answers for clients, builds capacity in her teams, and does it all with unmatched grace and professionalism.

As a humanitarian aid worker, part of my job is to train staff from all over the world. Multi-generational, multi-cultural, multi-lingual groups are inherently complicated, with everyone also having different expectations of methods, materials, technology, and the like. This course has really given me a great tool kit of practical things to do, but more importantly, it has given me a very solid anchoring in the principles of what makes learning happen, no matter how many variables you must adapt to. I highly recommend it to anyone interested in becoming a better teacher or trainer, no matter your industry or setting.

Dianna Wuagneux was the head of the USAID Macedonia community Self Help Initiative project where I worked as a regional coordinator for Eastern Macedonia.

During my day to day professional work, Dianna was an inspiration for my continued personal and professional development, a coach who was always with me in my work assignments. She gave all of us on the team life lessons and professional advice to be more complementary in working and communicating with citizens, politicians, public, and business sector representatives, and CSO activists.

Thanks to her fighting spirit and dedication to the realization of the mission of the program in Macedonia in the region where I worked over 400,000 citizens benefited directly and indirectly from the projects that were successfully implemented and held many years after the projects were completed.

She found a wise solution to every problem, always had the staff there for us, really appreciated, advised, and rewarded. It meant most to me the support and cooperation in every part of the tasks and phases (planning, implementation, procurement, monitoring, and evaluation and opening of projects and organizing events with personal attending of US Ambassadors to Macedonia and USAID mission Directors and Managers).

Personally useful and inspiring to me were the joint field visits of the projects in my region with her and USAID and the US Embassy where many of the projects included the Ambassador in person.

She had great charismatic leadership power that she used to inspire, mobilize, and develop enthusiasm and dedication in each of us according to our work potentials and personality traits.

People in the local communities in my region were amazed by her professional demeanor and knowledge while still standing firmly on the ground. She was always open to discussing, helping, supporting, and sharing experiences and knowledge with me and with colleagues and everyone involved in the field and office projects.

“During a time of accelerating conflict in Afghanistan, Dianna’s work with Afghans and coalition military forces created or sustained some of the brightest spots across a tumultuous landscape.  As the commander of Air Force operations and air liaison to coalition forces, I saw firsthand her extraordinary empathy, personal resilience, strength of character and practical expertise.  She went where she needed to go, regardless of difficulty or risk, to bridge cultural and practical gaps and navigate complex, conflicting processes gracefully and effectively.  She communicated with leaders at all levels—family, tribal, political, military--with equal facility.  She made a difference.

We both worked at SME and Mentors for the Department of State in their pre-deployment training for USG civilians heading to Afghanistan. I was the Senior Mentor on the project, which was run by the Foreign Service Institute. I helped to coordinate and oversee the training of which Dianna was a team lead. The training was immersive, field based and scenario driven. Our students were senior level professionals from a variety of USG Departments and Agencies (State, USAID, Agriculture, Treasury, Homeland Security, Justice, Commerce, etc.).

She is natural leader and teacher. Her experience shows a depth and breadth of diverse working environment that few have attained and fewer still would be able to survive let along thrive.

Beyond her unmatched credentials and experience, she possess a warm and inviting personality that make collaboration not only possible, but desirable under the most stressful circumstances.

Dr. Dianna Wuagneux was contracted to conduct an assessment of previous programme interventions related to conflict prevention, and to build the capacity of concerned programme staff in conflict management. Moreover, Dr. Dianna Wuagneux has contributed to formulation of new Communities Programme Document (2010 - 2012) where conflict is seen as a cross cutting area of all development interventions to be undertaken by the programme. Furthermore, Dr. Dianna Wuagneux provided inputs to design of M&E system of the programme to ensure that conflict related data is collected, carefully analyzed and guides future programming.

She demonstrated strong ability to manage conflicting priorities under tight timeframes. She was able to establish a common language with all staff members and was able to work effectively in cross-cultural setting. Furthermore, Dianna effectively managed to tailor the capacity building training in accordance with our staff members’ needs. Dianna is responsive and accurate in delivering the set tasks and displays an attitude, which exudes positivity, professionalism and solution-focused approaches. Her knowledge and skills in the area of conflict prevention are outstanding.

There is somebody who stood by me right from the beginning – from the conception stage through the tough times and then to the testing of ideas and pilot stage. As Celine Dion will say:

Dr. Wuagneux was a phenomenal instructor for Norwich University's Certificate program in Teaching and Learning. I was looking to learn how to develop a corporate information security awareness program and this certificate program was exceptional. While the direction of the program is generally for those looking to teach at the college level, Dr. Wuagneux gladly helped me work toward my goal of corporate training. He is extremely talented and knowledgeable in the teaching arena, and he was very flexible in helping me reach my goals. He was my caffeine, he always kept me interested and taught me a lot of things. It is pretty awesome that Robert would COMPLETELY immerse himself within Castleton State College. If he wasn't teaching, he would be hanging out with a student, talking about similar interests, even if he didn't have a single thing in common with someone, he would ask questions, educate himself, and really be genuinely interested in what that person had to say. He is nothing but positive, from his Facebook status to his smiling face on campus, he could just turn someone's day right side up. He is SO educated as well, I ALWAYS learned something new every day in his classes, and he was always open to anyone and everyone's opinions. Now, me, personally, I wasn't even that close with Robert, in comparison to some other students; but that is how much of an impact he can make on anyone. He is just a lovely, personable guy.

I hired Dianna to develop a course in comparative religion for the program in Strategic Studies & Defense Analysis at the Norwich University, student population, which consists of Special Operations Forces and related personnel. Dianna developed what I often call a “jewel” of a course. It is elegant, engrossing, timely, and challenging.

She was able to convey a great deal of content to tell a story that evolved over centuries, always making connections between the past and the present. Her selection of resources, readings and assignments was carefully chosen to expand and reinforce learning. Our students are sophisticated, highly engaged and proactive learners, and they consistently give very high evaluations for this course.

It sounds odd to say it, but one thing that struck me about Dianna right away when I met her is that I wanted to spend more time with her, and to hire her to do just about anything she wanted! Dianna listens, she is curious and engaged, and she has a great sense of humor. She has an ease and friendliness about her, yet you know that’s backed up with impressive academic credentials and worldwide experience. She is altogether quite an amazing person.

She is a leader with pragmatic solutions, high degree of leadership skills and high performance criteria. Dianna was a leader, mentor, presenter, developer, and most of all - inspiration for all of us.

Her advice was sought after not only from the Division Commander, but from senior Afghan government officials as well. She took on tough assignments to travel the country, all to make the economy and infrastructure better for future generations. She never desired recognition for her labor of love, she only wanted to improve the lives of those affected from years of conflict.

Dianna went on to help the people of Iraq and other countries in peril. She is the most intelligent person I know, tough beyond comprehension, and dedicated to improving the world.
